I realize that some of this will not make sense without the scans of the original documents presented in war council, but please make do until I can get those posted.
Rag XXIV War Council
Session 1
Monday, June 22, 2009 7PM

Rag operational issues: Aratari would like fighting to keep moving, watch half draw on javelins. Lothlorien brings up local restaurants offering discounts for Dagorhirrim. On site count is 1269. Merchants need more private security. Darstab outlines replacement rag tag procedure.

New Business:
Einherjar: Ragnarok Business Plan modifications proposed. Adds datelines for business council budget completion, adds cleanup responsibilities. Castle responsibilities need transferred to another unit.
Byzantium: Merchantcrat position formal proposal, creating a subordinate elected position to troll. Sets merchant rules and regulations, enforces troll duties for merchants. Position elected by merchants, but can be vetoed by troll. Aratari and Einherjar clarify this is a codifying of an already existing position. Novi Antiqui agrees. Anvard clarifies troll makes all rules. Aratari suggests that merchantcrat be chosen by troll, Novi Antiqui disagrees. Major point of problem is Merchantcrat choosing who the other merchants would be.
Taurendor: New site proposal for next year, for Cooper’s Lake campground. Aratari comes out in favor. Would eliminate land problems, and some internal problems. Cons include higher price (for more services). Electric only available in merchant’s area, but all sites would have water. For Thursday could we get information about fire policy, as well as price increase needed. LONG discussion ensues. Finally agree to move along.
Aggelgorod: Arrow rule change proposal. Arrows may not easily pass through a 2 ½” diameter hole. The soft padded base of the arrow must be at least 2 ½” wide in all directions, and the stiffer structural base foam must be at least 2” wide in all directions. Samples of unsafe arrows requested for Thursday. Wording change requested by Thursday.
Aratari: Javelin tip rule change proposal, brought forward to close a loophole in the rulebook about heads of javelins. New rule change proposes that no part of a javelin may be less than 3.5” in any direction. Discussion about whether increased open cell area actually makes it safer.
Alterra: Concerns about Ragnarok being too early. They would like later dates for the next Rag.

Rag safety concerns: 1. Trashcans by porta-castles must be present, and emptied regularly. 2. Archery safety concerns addressed
Business:
Aggelgorod arrow change revised and brought to table. Revision suggested by Aratari. Stiffer structural base foam must be at least 2” wide where it meets the open cell face foam. Seconded. Unanimous approval for revision. Eryndor proposes revision of 2” in diameter instead of 2” in all directions. Motion to vote, unanimous pass.

Rule passes unanimously
Javelin tip rule change proposal: 4.5.2.9 No part of the face of a javelin may be less than 3.5” in any direction. Anvard proposes revision to add requirement for stiffer structural base foam. Aratari denies revision request. High Spires doesn’t see how widening head will help when the foam beneath is not wider. Much discussion ensues.
High spires proposes “No part of the structural base of a javelin may be less than 3” in any direction”, Aratari counterproposes that this instead be added as 4.5.2.10. High Spires accepts. Barad’Dur proposes an addition to 4.5.2.10 to add “where it meets the open cell foam”. Taurendor proposes taking wording of 4.5.3.13.2 and changing wording to javelins, 3.5” and 3”. Chair calls vote, 27 ayes, 8 nays. Vote passes on addendum.

Einherjar business council plan amendments: Aratari and Einherjar go through new additions of dates, add in merchantcrat.
Event coordinator dates become Feb 1st for budget, Sept 1st for event wrap-up and meetings.
Troll will provide list of camp masters to security. Troll responsible to appoint a land grab coordinator. Land grab will do check out of campgrounds with camp masters before they depart. Troll will also appoint liaison for merchants.
All section dates are changed from October 1st to January 1st.
Prereg will open Dec. 1st.
Under day events, eliminate redundant tasks. Also, day events will submit all events and battles to event coordinator by Apr. 1st. Castle responsibilities come with caveat of necessity (new site may render castle not necessary).
Security will assist troll by escorting camp masters to their sites.
Byzantium will withdraw their merchantcrat proposal if this passes.
Amendments pass unanimously.
High spires believes that auditor should not be signer on checking account. Erekose explains structure of checking account, it is in Aratari’s name, not Ragnarok’s name. Legal entity is Aratari, not Raganarok. Aratari proposes addition that business council will arrange acceptance and dispersion of preregistration funds, also, strike lines under treasurer and accountant regarding signatures on checking accounts. High Spires seconds amendment. Passes unanimously.
Move to vote on entire proposal and seconded. Passes unanimously.
Byzantium Merchantcrat proposal withdrawn.
Ragnarok general operation proposals: Aratari proposes new cap of $65 per person, with business council to determine if it is possible to bring event fees lower than that. Cap currently was at $55. 2 against, 31 for. Cap passes.
Site location motion: Cost to Cooper’s Lake just for their camping fees per person will be $42. Event insurance will be necessary, Cooper’s Lake can put us in contact with insurer. You must be 18 to be on site without legal guardian. Fire pits can be dug, fire wood can be delivered. Last full week of June is locked up, but prior two full weeks are both available. Space initially offered is Serengeti, battlefield, and part of merchant area. Merchants must be insured (quote at $170 for one week, or a bit over $300 for full year). Tent rentals are available as well. Concerns about lack of shade on areas offered, would like to know if we can get different areas. Parking policies were brought up, we were told that since we were renting the site, we would set the policies on that. Aratari calls for vote of confidence on business council making decision to move to Cooper’s Lake pending concerns being answered. Further discussion about merchants ensues. Vote that preference of body is that Ragnarok be held at Cooper’s Lake, with Spring Valley as a backup site. Straw vote is unanimous.
Aratari proposes June 13-20th if at Cooper’s Lake first preference, or 20-27th if at Spring Valley as backup for dates for next Rag.
