Dominus does introductions, passes around Ragnarok war council bylaws.

Eryndor proposals: 1) Rag rule change proposal on Ragnarok Archery - In order to participate in Ragnarok archery, individual would need to bring a minimum of 2 arrows with them. Made plausible by current gate entry system.
Aratari concurs, for multiple reasons. Byzantium clarifies 2 as the required number.

High Spires proposals 1) In an effort to foster leadership, add a job shadowing position (observer) to business council. No voting rights, no obligation to take future business council role. Person should be one not on a previous business council, and should be from a chapter not currently represented on that council. Debate on topic, all positive responses. This would be a bylaw addition, not an MOA addition.
Aratari clarifies - this wouldn’t need to be an amendment or bylaw, just an addition to the Ragnarok business plan. Only chapter rep could nominate, but position would be open to any Dagorhir member.

Taurendor proposals 1) Remove leather armor’s resistance to single handed green weapons. No play testing has been done, but is encouraged to then be voted on next year. Not a voting issue - simply a MOA proposal to be play tested. Change proposed on grounds of playability, then realism.
2) Addendum to rules proposed allowing for optional gunpowder weapon rules using compressed air. Byzantium clarifies that rules changes can be made locally, but if not meant for Ragnarok, is not appropriate for discussion here. Resource will be submitted as such.

Pirates of the Apocalypse - Children’s activities at the main pavilion 1PM daily.

Byzantium - revised proposal for changing crossbow rules for Dagorhir. Reference chart has been added and minor clarifications of wording added. Original rule read, and new rule proposal read (included as attachment). Questions fielded involve crossbows from last year, as well as physics questions, Simplification procedures questioned. Clarification - metal is allowed on any bows.
Counter from Aratari - instead of poundage table, request that crossbow bolts not able to fire farther than 45 feet.
Other Q&A - how easy is crossbow modification? How much do environmental factors contribute? How easy would this be for weapons checkers to test well?

Dominion asked if there need to be more rigorous testing of crossbows; Einherjar asked if we could test to see if bolts/bows tumble when fired longer than point-blank.

Tartarus Invictus raised the question of whether we should hire professional paramedics for future Ragnaroks. This should release us from some possible liability.
Einherjar adds proposal of restricting Ragnarok to 18 and older unless parents are present.
Kida informs us that all medics working on serious medical emergencies are licensed in the state of Ohio and all work within their scope of training, and are hence covered by a Good Samaritan law.
Tartarus Invictus agrees to further research legal implications of the proposed.

Winterfell - MOA chain mail typo found, it states the diameter and gauge, then table following contains 18 gauge which is not permitted. Should be removed.

Aggelgorod - proposal for new campsite. Have land owners who will work with us and work to establish the land with us. Place is 65 acres, we would be sole occupants during our stay. Property owner is going to day trip Wednesday. Proposal is for committee to do daytrip to proposed site, it is within 30 minutes of our current campsite. Calculations include 12 acres parking, 12 acres battlefield, 6 acres woods battle, 10 acres developed camping, 10 acres primitive camping, 15 acres merchants and amenities. Water, portable showers, latrines will be provided the first year, with more developed later.
Aratari - all about the concept, but not certain about the establishment of the campground being dependent on Ragnarok.
RWC chair clarifies that we are all speaking conceptually until the site is checked out on Wednesday. Volunteers are found to go to site Wednesday.

Einherjar - Kida brought in with proposal to make Ragnarok 18 or older unless legal documented guardian is present. “All Ragnarok attendees under the age of 18 must have a parent or legal guardian present while they are on site”. This affects a small percentage (last year was 97 attendees total) but makes us largely liable. Debate is given about whether this is punishment to small groups, but ultimately tabled for Thursday vote.

Second proposal - weapon damage 3.4 modification. Propose striking the term ‘substantial force’ from the weapon damage description. Change is in description only, not rules.
Aratari proposes changes in MOA in the entirety if Einherjar is amenable.

Aratari - Gates improvements should be brought to Graymael.
2) Proposed MOA changes are codified and brought before the council. Clarifications are included as well. Copies are given to all attendees.
3) Erekose has proposed modifications to the Ragnarok Business Plan. Proposal distributed to be voted on Thursday.

Rag administration issues: Back 40 porta-castles overflowing. Propane is out in the portable showers, they are cold. After field battles start, no cars through to the back 40. Merchants are putting together a security team for merchant’s row. Grey water dumps are clogged. Cars are being stuck on mud pile outside Taurendor camp. If you see people in mundane clothes, ask for their Rag tags. There is no such thing as a day pass.

Dominus goes over agenda. Einherjar MOA addition withdrawn.

Aratari MOA changes: Typo about Dag weapons NOT causing bruises, etc, has been noted and corrected. Changes included are explained by Graymael. Chainmail wording and table disparity has also been corrected. New 3.4.1 highlighted as reason for Einherjar addition withdrawal. Typos noted in 4.7.2, 6.3, and 5.2.7. Clarification of 2 shield rule is requested as applies to pavase or shields set up on the field. Weapon hits to garb are debated at length.
Leonidas proposes addition of ‘If weapon would have continued through garb to person it constitutes a good hit’
Unanimous approval of proposed addition to garb hit rule.
Graymael calls the question for MOA additions, unanimous approval.

18 and under proposal: “All persons attending Ragnarok under the age of 18 must be accompanied by a parent or legal guardian while the minor is on site.” Floor is yielded to Kida to explain the necessity of legal guardianship for medical decisions. Father of Tayn of Eryndor is an Ohio attorney willing to help us write the addition. Amendment proposed that “Athron will work with an Ohio attorney to build a medical release form to be added to our current waiver, required for all minors attending Ragnarok.” Discussion added that medical waiver only would not address the additional concern of misbehaving minors. Also noted that minors are not necessarily 18 and under, when it comes to medical treatment.
Vote of confidence requested, decision unanimous.

Eryndor archery proposal: “To be an archer at Ragnarok you must bring at least 2 of your own arrows to the field at the start of each battle.”
Move to vote, unanimous approval.

Aratari business plan amendments: Troll should open December 1st. Within a week from the end of Rag, the dates will be added to the Business plan proposal. Accounts transfer over by October 1st, schedules should be submitted from day and night events by March 1st.
Simon of Byzantium moves to vote, approved unanimous

Crossbow proposal from Simon of Byzantium. Graymael calls for a show of hands of who would approve a standard crossbow length and draw. Unanimous approval. Leonidas proposes amendment of 4.5.3.3 “crossbows have maximum draw poundage of 35 pounds and a maximum draw length of 12 inches.” Olaf seconds. Move to vote, unanimous approval.

High Spires ‘shadowing’ proposal: Debate about making necessary or optional. Amend to ‘If a suitable candidate can be found’. Initial proposal “To add a new position to the Ragnarok Business Council, titled “Observer”, for the purpose of creating a non-voting observational role so that new Dagorhir leaders can be introduced to the process of running Dagorhir’s most important event.”
Namtar moves to vote, Graymael seconds. Unanimous approval. Erekose will add salient points to the business plan.

Ragnarok site discussion: To initiate dialogue, Mordraughk and Laithe present notes, map, description, and proposed contract with Enchanted Lands LLC. Letter of intent and commitment is presented to all members. Map is explained. Contract is then explained. Vote of confidence is requested by Twinkle “Vote of confidence so the board of trustees knows what the chapter populace wants, as something that should be pursued at this time”.
